JOB SUMMARY
The Outside Plant Engineer Level I designs outside plant facilities: fiber/copper network, placement of cabinets, and aerial pole layout. The position conducts field surveys and works with developers to ensure understanding of civil, electrical and architectural requirements. The Outside Plant Engineer Level I makes site inspections to check public safety precautions and use of prescribed safety equipment and procedures. This is a full-time in-office position.

ESSENTIAL DUTIES AND RESPONSIBILITIES
- Plans and prepares detailed drawings for construction and installation of new or removal or rearrangement of existing aerial and underground lines, cables, and conduits.
- Prepares bill of materials for projects, orders materials, and oversees installation.
- Create and keep current project and system documentation.
- Selects routing of lines and determines equipment requirements, estimating labor and material costs.
- Obtains rights-of-ways and permits by preparing required documents and working with various government, tribal, and municipal agencies to obtain them.
- Inspects, tests, and approves all outside plant installations. Works with construction to resolve defects.
- Analyzes fiber/cable fill, available and existing lines.
- Performs Pole memos and coordinates joint use of facilities.
- Ensures designers can interpret mechanical and architectural drawings accurately and resolves conflicts with designers.
- Cost estimating and project preparation knowledge essential. Must be able to track budgets and make course corrections in projects.

EDUCATION AND EXPERIENCE REQUIREMENTS
- High school diploma or equivalent is required.
- Four years telephony experience is required. Outside plant design and/or construction is preferred.
- Some knowledge of AUTOCAD, MAPCOM M4 Tools, GIS mapping, Microsoft Office Suite; Calix CMS/EME Tools, TopCon Magnet Tools, TopCon FC-500, and data base applications preferred.
- Knowledge of Ethernet Systems & Protocols, Knowledge of Wifi Routers & configuration, Knowledge of optical fiber testing, Knowledge of optical fiber test tools.
- Ability to read and understand construction/architectural/electrical drawings.
- Knowledge of rights of way; property rights; and city, county, state, tribal, and federal permitting processes preferred. Knowledge of tribal and Army Corp of Engineers regulations desirable.
